Do not use hot water because it will only cook the rice on the outer part, but will still leave the inner part chilled. Another method is to put the freezer bag directly into boiling water for about 5 to 10 minutes until the rice is completely defrosted and warmed.

Freezing cooked rice is a completely safe procedure. Just remember that after it has been defrosted and reheated, you have to consume it and get rid of whatever is left.
